1. Sectors of Economic Activities

Primary (Agriculture and related)

Activities that produce goods by exploiting natural resources: agriculture, dairy, fishing, forestry, minerals/ores. Called primary because it forms the base for other products.

Secondary (Industrial)

Natural products changed into other forms through manufacturing (factory, workshop, or home): spinning yarn/weaving cloth from cotton; sugar/gur from sugarcane; bricks and buildings from earth.

Tertiary (Service)

Activities that help primary and secondary sectors and/or provide services: transport, storage, communication, banking, trade. Also teachers, doctors, barbers, lawyers, administration, IT-based services (internet cafe, ATM, call centres, software).

2. Interdependence of Sectors

Conclusion: Activities in the three sectors are interdependent, not independent.

3. Comparing Sectors — Final Goods and GDP

Goods/services are countless; economists use values, not physical counts.

Final goods reach consumers. Intermediate goods are used up in making final goods. Only final goods/services are counted — otherwise double counting occurs (wheat → flour → biscuits).

GDP (Gross Domestic Product): Value of all final goods and services produced within a country during a particular year. Shows how big the economy is. Measured by a central government ministry with state/UT help.

GVA (Gross Value Added): Recently used for sector contributions after adjusting for taxes and subsidies (details for higher classes). Chapter compares primary/secondary/tertiary using GVA.

Historical pattern in developed countries

Primary most important initially (production & employment).
Then secondary becomes most important (factories).
In last ~100 years, further shift to tertiary — services dominate production and employment in developed countries.

4. Primary, Secondary, Tertiary in India

Rising importance of tertiary in production

Between 1977–78 and 2017–18, production rose in all sectors but most in tertiary. By 2017–18 tertiary was the largest producing sector, replacing primary.

Why tertiary grew (four reasons in book):

Basic services needed — hospitals, schools, police, courts, defence, transport, banks, insurance; government must provide many in a developing country.
Development of agriculture and industry raises demand for transport, trade, storage.
Rising incomes → demand for restaurants, tourism, private hospitals/schools, training (especially cities).
New IT/communication services rose rapidly.

Caution: Not all of the service sector grows equally. Limited high-skill services vs very large numbers in small shops, repair, transport who barely earn a living.

Employment mismatch (remarkable fact)

Share of sectors in GVA changed, but a similar shift did not occur in employment. Primary remains the largest employer.

Result: More than half of workers in primary (mainly agriculture) produce only about one-sixth of GVA; secondary + tertiary produce the rest with less than about half the people.

5. Underemployment / Disguised Unemployment

Meaning: People appear to work, but labour effort is divided; they work less than their potential. Hidden, unlike open unemployment.

Rural example — Laxmi: Family of five on ~2 hectares unirrigated land; all work but not fully employed. If 1–2 members get other work, farm output need not fall.

Urban example: Casual painters, plumbers, odd-job workers who don’t find work every day; street vendors who work all day but earn very little.

6. How to Create More Employment

MGNREGA 2005 → Viksit Bharat–G RAM G 2025

MGNREGA 2005: Rural workers needing work guaranteed 100 days/year; if not provided, unemployment allowance. Preference to works that increase land production. Implemented as Right to Work in about 625 districts.
2025: Replaced by Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Viksit Bharat–G RAM G 2025).

About 60% of population is aged 5–29; only about 51% of them attend educational institutions — schooling expansion itself creates jobs and addresses Chapter 1 development goals.

7. Organised vs Unorganised Sector

Organised sector jobs are most sought-after but expand slowly. Some “organised” units push work into unorganised patterns to evade taxes/laws. Since 1990s, many lose organised jobs and enter unorganised work.

Who needs protection?

Rural unorganised: landless labourers, small/marginal farmers (~80% of rural households), sharecroppers, artisans — need seeds, inputs, credit, storage, marketing.
Urban unorganised: small-scale industry workers, construction/trade/transport casuals, street vendors, headload workers, garment makers, rag pickers.
Social angle: Many SC/ST/backward community workers are in unorganised sector and face discrimination too.

8. Public vs Private Sector

Why government spends:

Large infrastructure (roads, bridges, railways, harbours, electricity, irrigation) — private may not provide at reasonable cost.
Support production (e.g., affordable electricity for small units).
Support farmers & consumers via procurement and PDS (fair price purchase; sell cheaper via ration shops).
Primary duties: health, education (India’s illiterate population among world’s largest), nutrition (nearly half children malnourished; quarter critically ill — book), safe water, housing for poor, poorest regions. IMR examples: Odisha 36; Madhya Pradesh 43.
